Kaohsiung Airport Terminal 1
Kaohsiung Airport Terminal 1 is the international terminal, serving flights to Singapore, Vietnam, Thailand, Hong Kong, Macau, South Korea and Japan.
Terminal 1 is also for connecting flights to Taiwan Taoyuan International Airport.
It is split into a couple of levels:

Ground level
This is the Arrivals level. Find here Baggage Claim area and Immigration.
Services: ATM, Bank of Taiwan, Currency exchange, Tourist office, Hotel counters, Shops and Restaurants, among others.
Get to the connecting corridor to the Domestic Terminal
Level 1
This is the Departures and check-in level.
Services: Hotel counter, Insurance desk, Information counter, Shops and Restaurants, Nursing room, Airline offices, etc.
Find the security checkpoint leading to waiting lounges and from where access is granted to both Concourse A (right) and Concourse B (left).
Concourses
Kaohsiung Airport Terminal 1 has two concourses; Concourse A (Gates 21-16) and Concourse B (Gates 29-32).

Cathay Dragon Lounge: International Terminal, Departures, close to Gate 23. From 2h before first to last departure.
